Microsoft has delayed the automatic install of IE7 in Japan as the business users wanted it to be delayed.
Many business users in North America also wanted the same and they developed an IE7 blocking software.
With so many reasons wanting not to adopt IE7, I think that the automatic push was merely for marketing reasons...
